Largest Center-Right Latino Group Urges Congress to Approve Legislation to Help Bring Down Energy Costs and Boost Economy
November 19, 2025
(Arlington, Virginia) — Today, The LIBRE Initiative, the country’s largest center-right Latino organization, sent a letter to Members of Congress urging Washington lawmakers to approve the Energy Choice Act, legislation that will, among other things, prohibit state and local governments from blocking the development of certain types of energy sources.

The letter was signed by LIBRE state leaders from across the country who are hearing directly from local community leaders that energy costs are making it more difficult to save and plan for the future.
The letter reads in part:
“As the largest and fastest-growing demographic within the U.S. energy workforce, Latinos stand to benefit significantly from policies that promote market access and competition across all energy sources. According to the National Hispanic Energy Council, over 18% of the nation’s energy workforce is Latino, and approximately 31% of new energy jobs are filled by Latinos. For many in our community, energy employment is a pathway to the middle class, and fair energy policies are essential to ensure these opportunities continue to grow…
A stable, competitive, and less regulated energy market can help reduce costs and provide more reliable access to diverse energy sources tailored to local needs. We believe that H.R. 3699 encapsulates sound energy policy—one that prioritizes consumer choice, fosters economic opportunity, and promotes energy independence.”

Helder Toste, federal affairs liaison for The LIBRE Initiative, issued the following statement:
“In order to reduce energy costs, grow the economy, and increase affordability, it’s imperative that Washington policymakers support legislation like the Energy Choice Act, which embraces an all-of-the-above approach to energy. In practice, this means making it easier—not harder—for states and local governments to pursue sensible energy policies, while ensuring Washington treats all energy sources equally. This is one of the most effective ways to make affordable energy a reality for everyone.
Finally, as the research makes clear, Latinos stand to benefit from policies that expand and strengthen the energy sector, as more and more members of our community enter and thrive in this growing industry.
We urge lawmakers to approve this legislation without delay.”
